My guess is the size. You don’t have to get a building permit for a structure of 10′ x 12′ in my part of Cali (SF). But, it must not be used for maintaining human life. I was fitting out my shed (it actually has a view of the bay) for Air B n B when it was spotted by some city official. I was told I could keep the shed, but the curtains and the bed had to go!
